This is an authentic console imported from regions like Japan, Hong Kong, Canada, or Mexico. Region locking depends on your Nintendo account, not the console, so it will work seamlessly in the US. You can set English as the default language, just like with domestic consoles. However, the Mario Kart World Tour game voucher is region locked. A review shares a workaround for redeeming it on a US Nintendo account:
"Product arrived quickly and as advertised. Note that since these consoles are from Hong Kong, you’ll need to temporarily switch your Nintendo account region to Hong Kong to redeem the Mario Kart code. Once redeemed, the game functions normally, and you can switch the region back easily."
