The fastest way to obtain Hylea's Talon is by purchasing it from merchants. Lluisa Melcer (Farmer's Market) and Abritt Porrya (Piaza Mez Vidarro) in Emerald Stair both sell up to 5 Talons each at 450 coins apiece.

Exploration and Foraging
