VNeID: Vietnam's Electronic Identification and Authentication Application

Overview: The VNeID application, crafted by the National Population Data Center under Vietnam's Ministry of Public Security, leverages population data to facilitate electronic identification and authentication. This innovative tool is designed for individuals residing or traveling within Vietnam.

Purpose and Benefits: VNeID serves as a digital substitute for traditional documents, enabling citizen identification in digital spaces. It fosters the growth of digital citizenship, government, and society. Key functionalities include:

• Facilitating medical and domestic travel declarations.
• Assisting authorities in tracing secondary COVID-19 infections and delivering timely notifications to the public.

Access and Permissions: By using VNeID, users grant the application access to the following:

1. Internet Access: To connect from the user's device.
2. Camera Access: To scan QR codes on Citizen ID (CCCD) cards, which expedites the entry of basic citizen information and supports swift travel and medical declarations at scanning points.
3. Media Access: To store QR code images on the device, which are necessary for inspections at citizen checkpoints.
4. Notification Permissions: To send alerts directly to the user's device.

Personal Information Collection: Users provide personal data through the app, including medical and domestic travel information, either for themselves or on behalf of others with their consent. The collected personal details encompass:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Place of departure and destination
• Vehicle number plate
• Exposure to individuals with COVID-19

All information is entered voluntarily into provided forms and submitted to the National Population Data Center. Users are accountable for the accuracy and implications of the data they input.

Privacy and Copyright Protection: The National Population Data Center, under the Ministry of Public Security, ensures the security and confidentiality of user data. This data is exclusively used for COVID-19 prevention efforts, aiding health protection and disease control. It will not be utilized for commercial purposes or infringe upon personal privacy. Data may be shared with health authorities and other relevant agencies to enhance COVID-19 prevention measures.

The application developers do not collect or use user information for any purposes other than those stated above. They will not disclose any information that could harm user privacy or engage in any illegal activities as per Vietnamese law or the application's policy.

Additional Notes:

• No Location Data Collection: VNeID does not gather location data from users.
• Anonymity: Users engage within the community anonymously; only authorized entities can access information about individuals infected or suspected of being infected due to close contact with COVID-19 cases for tracing purposes.
